Alipay payment declined with a linked foreign card: what to do in 2026

By the MyChinaTrip team · checked 26 sept 2026

First check whether the shop received the payment. If it did not, work through the bank’s security check, the shop’s QR type, identity verification and the selected card, then use your prepared backup if you still cannot pay.

您好,我的外卡付款没有成功。请先帮我确认是否收到款。如果没收到,请问可以换商家收款码、由您扫我的付款码,或者用银行卡或人民币现金付款吗?谢谢!

Meaning: Please first check receipt. If unpaid, can I use a merchant code, have you scan my payment code, or pay by card or RMB cash?

Read the scope behind these numbers
  • An issuer can decline a cross-border payment because of fraud screening, an account restriction or an unfinished bank approval. [1]
  • Alipay-linked international cards pay merchants; they do not fund personal transfers or red packets. [2]
  • The simplified small-payment identity allowance was raised from US$500 to US$2,000. Complete a passport check whenever the app asks for it. [3]
  • Published card-network options include Visa, Mastercard, JCB, Diners Club, Discover and UnionPay; American Express also publishes Alipay linking support. Alipay describes eligible international credit and debit cards. [4] [5] [2]
  • The published limits are US$5,000 per transaction and US$50,000 annually. Standard international-card QR-payment fees are zero at RMB200 or less, and 3% of the whole transaction above RMB200. [6]

What to do next

  1. Keep the failed-payment screen and ask the cashier to check their receipt record. Compare the merchant, amount and time with your Alipay transaction. If the shop already received the money, do not pay again; resolve the display or receipt instead.
  2. Bank security block, especially on your first China purchase: open your bank’s app and inspect the declined transaction and any fraud alert. Confirm that you made the purchase, enable the necessary overseas or online-card setting, and complete the bank’s approval request. If the bank says it still blocks the charge, call the number on the card and ask it to authorise this Alipay merchant purchase. Retry once after the bank clears it.
  3. Personal collection code instead of merchant checkout: read the screen opened by the QR. If it is asking for a transfer to a person, request the shop’s business collection route or let the cashier scan your Alipay Pay/Receive code. A person’s name on the screen alone does not settle the transaction type; ask the cashier. For repaying a friend, use cash or another agreed method.
  4. Identity check or allowance reached: open the specific verification prompt and complete it with your own passport. Compare the document type, name, number and expiry before uploading; use a clear photograph without glare. Do this before another essential purchase. The small-payment allowance is not a reason to ignore a check already requested by your account.
  5. Card network or card-type restriction: confirm which card is selected and whether it was added successfully. For an expired, frozen, restricted, virtual or prepaid card that will not complete the purchase, ask its issuer about this transaction or select another eligible debit or credit card. Try a card from another issuer if you have one, so the same bank block does not follow you to a second wallet.
  6. If those checks do not restore the purchase, use WeChat Pay, a compatible card terminal or RMB cash. Keep the error and transaction reference for Alipay support, and finish account troubleshooting away from the queue.

Fees and limits in practical numbers

A RMB200 purchase has no standard international-card QR service fee. A RMB300 purchase at the 3% rate adds RMB9, making RMB309 before any separate issuer currency or foreign-transaction charges. The 3% applies to the full RMB300, not just the RMB100 above the threshold. Read the fee line before authorising, including any offer applied to that purchase.

For a large payment, compare it with the US$5,000 single-transaction ceiling and the US$50,000 annual ceiling, then inspect the card’s own available credit and purchase limits. If either route cannot support the amount, arrange an accepted card terminal, booking checkout or another payment method with the business before the service is due.

Do not split an unclear or blocked transaction into repeated small attempts. First establish the payment status and the actual reason for rejection; otherwise you can create several purchases to reconcile without fixing the cause.

If your situation is different

The app says pending or the bank shows a debit: keep the order open and ask the merchant and payment provider to establish receipt. If two payments later complete for one purchase, request the duplicate refund against the original transaction.

It works at one shop but not another: start with the second shop’s collection method, then compare the amount and selected card. Keep the successful setup while investigating this checkout.

You are testing in Hong Kong before entering the mainland: prepare the account and use a separate Hong Kong payment option. Test the mainland merchant route with a small normal purchase after mainland arrival.

Common mistakes

  • Retrying before checking receipt: ask the shop to reconcile the first attempt before paying again.
  • Treating every QR as a merchant code: ask for the business purchase route when the screen opens a personal transfer.
  • Repeating passport uploads for a bank decline: address the issuer’s security alert when the bank is the party rejecting the payment.
  • Assuming two wallets funded by one blocked card are independent backups: keep another issuer or cash available.

Quick questions

Is RMB200 itself fee-free?

Yes, under the published standard international-card QR-payment rule. Above RMB200, the standard fee is 3% of the whole purchase.

Can I use a debit card?

Yes, Alipay describes eligible international debit and credit cards. If a particular card is rejected, use the error to identify the issuer or card restriction and try another eligible card.

Does verification enable transfers to friends?

No. Keep merchant purchases and personal transfers separate, even after completing identity checks.
